Amy Magnano is a seasoned healthcare regulatory lawyer who advises organizations across the healthcare ecosystem. She works with healthcare systems, provider groups, digital health startups and nationally integrated platforms, healthcare information vendors, and payors operating across commercial and managed care. Amy bridges the gap between complex legal requirements and practical business needs, providing essential guidance on privacy matters, regulatory compliance, and high-stakes defense work.
Amy possesses a deep knowledge of HIPAA, 42 CFR Part 2, and evolving state medical and healthcare consumer privacy laws, helping clients move beyond compliance to practical operational solutions and innovative data use. She provides real-time, actionable advice when acute issues arise and is a trusted partner for long-term audits and investigations. Whether she is leading a full-scale HIPAA compliance audit, refining existing systems and controls, or managing the nuances of deidentified data sets, Amy’s approach is thorough and risk-aware. During crises, she guides clients through breach risk assessments and incident response to mitigate damages and ensure regulatory compliance.
Additionally, as healthcare information moves from clinical and operational use to data innovation, Amy navigates the intersection of privacy laws, state laws, and regulatory rules and guidance. She serves as a lead negotiator for the data-centric contracts in healthcare data ecosystems, from business associate and data-use agreements to sharing agreements to AI exhibits. On the regulatory and litigation side, Amy is a formidable advocate, defending clients in federal and state investigations, administrative hearings, and complex healthcare litigation.
