WASHINGTON, DC, September 15, 2025: Morgan Lewis is pleased to announce that Brooke Poole Clark, former general counsel of the US Nuclear Regulatory Commission (NRC), has joined the firm’s energy and project development practice as a partner, resident in Washington, DC. With nearly three decades of experience in nuclear energy law and federal regulatory strategy, Brooke brings firsthand insight and experience to the firm’s Chambers Band 1-ranked nuclear practice.

”As the nuclear sector regains global momentum, we’re enhancing our capabilities to meet the moment,” said Firm Chair Jami McKeon. “Brooke’s command of NRC processes, depth of experience, and ability to navigate regulatory complexity will be critical assets as companies pursue emerging opportunities in nuclear energy, data centers, and other transformative infrastructure projects.”

Brooke’s distinguished career at the NRC spans nearly 25 years, including service as general counsel, secretary, director of the Commission’s adjudication office, and legal counsel to former NRC Chairs Nils Diaz and Dale Klein. Earlier in her career, Brooke served for more than eight years as director of the Office of Commission Appellate Adjudication, advising on over 175 adjudicatory decisions and guiding the Commission through mandatory hearings on reactor license and medical radioisotope facility applications. She also played a pivotal role on the NRC’s COVID-19 task force, helping guide the agency through unprecedented operational challenges. At Morgan Lewis, Brooke will deploy her deep understanding of NRC processes to advise on regulatory compliance, strategic risk management, and administrative law.

”Brooke’s arrival marks a significant moment for our nuclear practice and for our clients navigating the evolving energy landscape,” said Elizabeth Hanigan, leader of the firm’s energy and project development practice. ”Her institutional knowledge, strategic mindset, and industry credibility will strengthen a practice that is distinctive among firms of our size, enhancing how we partner with clients on complex regulatory and transactional matters, especially as the sector enters a new phase of innovation and investment.”

In the last two years, Morgan Lewis has welcomed a number of former government officials, many of whom have served in senior leadership positions, further strengthening the firm’s ability to provide strategic counsel at the intersection of federal regulation, policy, and law. Brooke’s arrival follows that of Rob Schwartz, former general counsel of the Commodity Futures Trading Commission; Brandon Figg, former senior special counsel for the Securities and Exchange Commission’s Division of Corporation Finance; Loyaan Egal, former chief of the Federal Communications Commission’s Enforcement Bureau and head of its Privacy and Data Protection Task Force; Alice S. Hrdy, former principal deputy assistant director of the Office of Supervision Policy at the US Consumer Financial Protection Bureau; Joshua M. Goodman, former deputy assistant director of the Mergers II Division of the Federal Trade Commission; and Carolyn Welshhans, former associate director of the US Securities and Exchange Commission’s Division of Enforcement.
