Podcast: A Final Regulation Issued on Halloween Has Reshaped the Public Student Loan Forgiveness Program, Federal News Network
2025年12月15日Partner Randall Thomas spoke with The Federal Drive with Terry Gerton about newly finalized Department of Education regulations reshaping eligibility for the Public Student Loan Forgiveness (PSLF) program, including provisions barring organizations deemed to have a “substantial illegal purpose.”
Randall explained that the rule adopts a conduct-based standard modeled on the IRS’s illegality doctrine and is intended to narrow eligibility and strengthen program oversight.
“I have no expectation about whether they will or won’t be tightened any further,” Randall said, “but the new rule is clearly designed to tighten PSLF standards.”
