Laura Williams has years of experience in air and general environmental regulatory matters. Her practice covers a broad range of matters, including state and federal enforcement defense (civil and criminal); compliance counseling involving the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the National Environmental Policy Act (NEPA), the Clean Water Act (CWA), and the Clean Air Act (CAA); emerging issues such as environmental, social, and governance (ESG) and environmental justice; and environmental permitting, including air, water, and waste permitting.

In addition to her focus on enforcement defense and regulatory counseling, Laura also represents developers, lenders, equity investors, utilities, and independent power producers in connection with the environmental and land use aspects of development, financing, acquisition, and disposition of energy and infrastructure projects, and advises clients on environmental matters arising in mergers and acquisitions involving natural gas, hydroelectric, solar, wind, and battery storage alternative energy projects. She also advises clients on the environmental disclosures of publicly traded companies and has an extensive background in environmental due diligence for the acquisition and sale of assets and companies.

Laura has also provided support for toxic tort matters in Texas and Louisiana. While she has experience working with EPA HQ and Region 6 as well as state agencies in Texas and Louisiana, she also assists clients with matters across the country.

Represents two multi-industry organizations focused on reforming and improving the US Environmental Protection Agency’s (EPA’s) administration of the Superfund and RCRA Corrective Action programs, including preparation of comments on relevant proposed rulemakings
Represents a multi-industry organization focused on the advancement of risk-based, scientifically sound approaches for the evaluation of sediment management decisions at Superfund sites
Represents an auto manufacturer with respect to alleged violations of a facility air permit in a regulatory enforcement matter and in settlement of related litigation
Provided environmental advice, conducted environmental diligence, and negotiated the terms of environmental indemnity obligations for a client acquiring a portfolio of wind projects under development in multiple states
Serves as common counsel at two large hazardous waste Superfund sites
Represents an aerospace company in a Superfund site involving an extensive groundwater plume in a densely populated area
Represented paper mill following client’s receipt of notice of potential violation and opportunity to confer from US Environmental Protection Agency alleging PSD and NESHAP violations
Analyzed air permitting requirements for nuclear power plant
Prepared response to Clean Air Act Section 114 information request for HVAC company
