Christopher William Pisano, Jr.
C. William ("Will") Pisano assists energy industry clients on a wide range of regulatory matters before the Federal Energy Regulatory Commission (FERC) and other federal and state agencies. Will’s practice covers renewable energy, project development, and utility and wholesale market issues.
Prior to joining Morgan Lewis, Will was the legislative director to Representative Ann McLane Kuster, the then-chairwoman of the centrist New Democrat Coalition and member of the Energy & Commerce Committee. Will led a four-person legislative team to implement the representative’s agenda and provide her with recommendations on all policy matters Congress considered.
Before his time as the legislative director, Will was a legislative assistant in the representative’s office. In that role, he was the representative’s principal advisor on energy policy. Notably, Will helped the congresswoman secure $2.4 billion in investments in the nation’s dam and hydropower infrastructure through the Infrastructure Investment and Jobs Act.
Will also worked as the director of government affairs at the National Hydropower Association (NHA), a trade association representing hydropower asset owners, developers, and equipment providers. Will led NHA’s push to secure tax support for the hydropower industry, which culminated in the inclusion of tax credits for hydropower and pumped storage in the Inflation Reduction Act.
Will attended the Georgetown University Law Center in the evening while working full-time. He graduated cum laude in December 2024.
