"The Ukraine conflict provides a foundation for assessing whether and how US and multilateral export controls, as distinguished from sanctions, protect the national security and foreign policy stakes in a war-time situation,” Giovanna said.
“Questions regarding ease of licensing, appropriate export classifications and a more finessed understanding of both end users and end uses can inform future revisions of US export requirements under the EAR, the ITAR and its nuclear regulations,” she said.
“Mature products and technologies, even if considered less capable than cutting edge items, can nonetheless be crucial as leverage in conflict situations.”
