Christina Caplan
Christina advises clients on compliance with new and existing environmental and safety regulations, including Clean Air Act mobile source regulations, Federal Motor Vehicle Safety Standards, and Hazardous Materials Regulations. She counsels on the rulemaking process under the Administrative Procedure Act and works with clients to submit comments on proposed rulemakings by federal and state agencies. Christina also works with clients to respond to agency information requests, including assertion of business confidentiality claims, and submits Freedom of Information Act requests for release of agency information. She represents clients in enforcement proceedings before administrative agencies, including the US Environmental Protection Agency (EPA), National Highway Transportation Safety Administration (NHTSA), and California Air Resources Board (CARB).
Before joining Morgan Lewis, Christina practiced environmental law at another large law firm, provided rulemaking support to federal agencies at an international consulting firm, and worked on environmental issues for a local government.
