Debra Carfora represents clients in high-stakes chemical regulatory and environmental litigation matters. She advises clients across the entire chemical life cycle—from compliance with the Toxic Substances Control Act, the Federal Insecticide, Fungicide, and Rodenticide Act, and other chemical control laws, to toxic tort exposure litigation, US Environmental Protection Agency and Department of Justice enforcement actions, and hazardous substance disposal and cleanup under Superfund and state programs.
She also has experience handling urgent environmental incidents, including chemical spills and industrial accidents. In these matters, she provides rapid response, site assessment, and legal guidance to help clients manage regulatory investigations, mitigate litigation risks, and protect business operations.
Before entering private practice, Debbie served as senior trial counsel for the Environmental Defense Section of the Environmental and Natural Resources Division at the US Department of Justice, where she managed cases in a first-chair capacity and served as lead trial counsel in contested proceedings. This experience gives her particular insight into agency decision-making, enforcement strategy, and administrative law, which she now leverages in representing corporate clients in complex proceedings, including challenges to regulations and agency actions.
In addition to her commercial practice, she maintains an active commitment to pro bono advocacy.
Prior to attending law school, Debbie worked for ExxonMobil Corporation, an experience that makes Debbie positioned to quickly identify, understand, and propose solutions that address the needs of her clients and their downstream business partners.
