Laura M. Gronauer

In her government contracts practice, clients benefit from Laura’s experience navigating mandatory disclosure obligations and suspension and debarment concerns, including demonstrating present responsibility and enhancing existing internal controls and ethics and compliance programs. Laura also conducts internal investigations and advises contractors in connection with small business status and federal funding program eligibility. Laura develops FAR-based business ethics and compliance programs, including updating and revising existing policies and procedures. She also represents contractors in bid protest proceedings at the U.S. Government Accountability Office and U.S. Court of Federal Claims.

In her white collar defense practice, Laura advises and assists companies, officers and directors, and boards of directors in responding to government subpoenas and investigations. Laura has experience conducting internal investigations involving a variety of issues, including Paycheck Protection Program (PPP) loan eligibility, campaign finance issues, and accounting, tax, and antitrust concerns.

Prior to joining Morgan Lewis, Laura was a litigation associate at a large national law firm where she assisted clients with a variety of civil, criminal, and regulatory matters. Prior to attending law school, Laura gained experience in investigations working for the Manhattan District Attorney’s Office in the Financial Frauds Bureau.

• Successfully represented a transportation company in present responsibility proceedings before the Environmental Protection Agency SDO; advised the company regarding the development and maintenance of corporate compliance program
• Successfully demonstrated a contractor’s present responsibility in response to a show cause letter issued by Immigration and Customs Enforcement's suspension and debarment official; resolved the matter without further proceedings
• Conducted internal investigations and prepared favorable disclosure submissions, both voluntary and mandatory, for various clients across multiple industries
• Counseled clients on the development of government contracting ethics and corporate compliance programs, including developing and providing training, and providing procedures for company personnel

White Collar, Antitrust, and Regulatory Investigations

• Represented a corporate officer in connection with allegations of accounting fraud and internal control issues
• Represented an individual in an investigation concerning alleged tax fraud and evasion
• Represented clients in investigations concerning campaign finance issues
• Represented a corporate subject of a DOJ Antitrust Division criminal no-poach investigation
• Represented an individual employee in a DOJ Antitrust Division criminal price-fixing investigation
• Represented a non-profit in a federal agency inquiry and investigation concerning disparate impact issues
