Scott Whitman
Scott Whitman focuses his practice on guiding companies through the legal, regulatory, and business challenges of working with federal, state, and local government agencies. He advises contractors across multiple industries on the full government contracting lifecycle, with particular emphasis on compliance, investigations, and complex government contracts mergers and acquisitions (M&A), as well as high-stakes litigation and procurement matters that intersect with enforcement, risk, and strategic growth.
Scott represents government contractors in investigations involving the False Claims Act, the Federal Acquisition Regulation, small business programs, and Davis-Bacon Act compliance. He also advises clients on government contracts M&A, including regulatory risk and diligence issues that arise in complex transactions. In addition, Scott regularly represents contractors in bid protests before the Government Accountability Office, the US Court of Federal Claims, and other tribunals.
Scott litigates contract claims and requests for equitable adjustment and counsels clients on contract formation, administration, termination, and related transactions, particularly where compliance, enforcement, and procurement issues intersect.
In addition to his commercial practice, Scott maintains an active pro bono docket. His pro bono work has included representing an international humanitarian organization in a sensitive investigation and serving as amicus counsel in multiple federal courts of appeal, including matters involving compensation for victims of terrorism and religious organizations subjected to discrimination.
Scott previously served as a law clerk to Judge Matthew H. Solomson of the US Court of Federal Claims. During law school, he interned with the US Attorney’s Office for the District of Columbia, the Court of Appeals of Maryland, and several boutique litigation firms.
