Summer M. Blackburn has nearly 25 years of experience handling a variety of employee benefits matters, including documentation and operational compliance for qualified plans. Summer prepares and amends plan documents, drafts summary plan descriptions and other employee communications, and assists clients with day-to-day plan administration issues, including the identification and correction of plan failures. She assists clients in ensuring that their plans follow qualification and compliance guidelines.
Summer has experience in the review and qualification of domestic relations orders. She works with plan sponsors, fiduciaries, and employers in governmental investigations, including Internal Revenue Service and US Department of Labor audits, and voluntary compliance matters. Summer also conducts due diligence reviews for qualified retirement plans in corporate transactions and is experienced in issues involving plan mergers and terminations.
