Morgan Lewis partner Shannon Donnelly was quoted in a Daily Journal article about the Trump administration’s latest order to freeze new H1-B and H-4 visas. In the article, she noted the administration wants to base visa availability on a merit-based system that focuses on salary level, “which may or may not be an indicator of the level of talent that's being hired."
