Philipp noted that case-by-case assessments of employment status have created significant uncertainty, particularly in project-based industries such as IT, consulting, the creative sector, and education. “Agile forms of work can no longer be clearly divided into classic employment relationships and traditional self-employment,” Philipp said. “The legal framework is only keeping pace with reality to a limited extent.”
