Kazakhstan Introduces Unified Register of State Support Measures for Private Entrepreneurship

The Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan recently adopted Order No. 55, which came into force on 6 July 2025. The order approves the Register of State Support Measures, which represents a structured list of more than 100 financial, property, and non-financial support instruments. Its primary purpose is to provide the private business community with comprehensive and reliable updated information on available state support measures.

MAIN FEATURES OF THE REGISTER

The Register of State Support Measures is approved by the Ministry of National Economy of the Republic of Kazakhstan and published on the Ministry’s official website, as well as on the "Digital Business Map" platform.

State support measures cover various sectors of economy, including, among others, the agro-industrial complex, manufacturing industry, tourism, innovative technologies, and bank lending.

The Register includes detailed information on each support measure, such as the following:

  • Name of the state support measure
  • Nature/type of support provided
  • Legal act regulating the provision of the support measure
  • Target recipients of the support
  • Responsible government authority
  • Operator administering the support measure

PURPOSE AND EXPECTED IMPACT

The introduction of the Register aims to improve the accessibility and transparency of state support for private entrepreneurs and potential entrepreneurs in Kazakhstan. By consolidating all support measures in one comprehensive source, the government seeks to encourage business development, reduce informational barriers, and stimulate economic activity in various sectors.
