Jennifer M. Wollenberg is a litigation partner resident in the Washington, DC, office. Jenny has extensive experience handling complex civil litigation with an emphasis on civil fraud enforcement matters, including the False Claims Act (FCA) and Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA). Her practice in the civil fraud enforcement arena ranges from compliance and counseling to internal investigations, litigation, and appellate engagement.

Jenny also has substantial commercial litigation, international arbitration, and monitoring experience. She represents clients in multiple sectors, but most often represents companies and individuals in the aerospace and defense, government contracts, healthcare, and financial services industries.

Jenny is a frequent speaker and author on FCA and FIRREA matters. She co-authored Civil False Claims and Qui Tam Actions (Wolters Kluwer, 6th Ed.), the comprehensive, two-volume treatise that frequently is cited by federal and state courts as an authority on the FCA. The treatise provides an extensive history of the federal law, an in-depth analysis of its liability, qui tam, and damages provisions and the case law interpreting them, extensive perspectives on FCA practice and procedure, and a survey of state and local false claims laws.

Before joining Morgan Lewis, she was a senior leader of the FCA and FIRREA practice at another global law firm.
