Foreign Investment Watch Names Three Morgan Lewis Partners to 2026 Top Advisors List

WASHINGTON, DC, March 24, 2026: Morgan Lewis partners Ulises Pin, David Plotinsky, and Carl Valenstein have been named to the Foreign Investment Watch (FIW) Top Advisors list for 2026, which recognizes leading professionals who provide advice and counsel concerning national security review of foreign investments in the United States and globally. FIW recognized David as a Top Advisor for the fourth consecutive year, Carl for the third time, and Ulises for the first time.

All three are members of the firm’s Committee on Foreign Investment in the United States (CFIUS) Working Group, which regularly counsels US and non-US clients on the intricacies of the foreign direct investment review process in the United States, and consistently advise on the more global impact that CFIUS reviews may have on cross-border investments.

In addition to foreign investment, Ulises frequently advises on national security, export controls, international trade, and embargo issues before CFIUS, the Office of Foreign Assets Control of the US Department of Treasury, and the US Departments of Commerce, State, Defense, Homeland Security, and Justice. In this area, he has a substantial background with negotiating complex mitigation agreements.

The former acting chief of the US Department of Justice’s Foreign Investment Review Section, David represents venture capital, private equity, and infrastructure firms in government national security review processes for foreign investment, including review by CFIUS and Team Telecom. David also advises clients on other government-related matters including congressional investigations, outbound investment, export controls, sanctions, telecommunications licensing, and supply chain security.

Carl advises clients on international risk management, including compliance with the foreign investment review process, export control and sanctions, and anti-money laundering, anti-boycott, and anti-corruption laws and regulations. He also advises on, and has participated in, internal investigations, enforcement cases, and dispute resolution proceedings as part of his transactional and regulatory practice.
