Trump AI Framework: December Was ‘Operational,’ March Is ‘Aspirational,’ RCR Tech
2026年03月25日RCR Tech published a Q&A with partner Dion Bregman in which he discussed the Trump administration’s evolving approach to artificial intelligence (AI) regulation, including the shift from a December executive order (EO) to a newly introduced federal policy framework.
Dion explained that the latest framework signals a move away from agency-driven action toward a legislative push for a national AI regime, including potential federal preemption of state laws.
While the framework does not create new legal authority, he noted that it reflects broader policy objectives and may shape agency priorities and corporate risk assessments.
“The EO was commanding the executive branch to use existing tools, whereas this framework is a sales pitch to Congress to pass federal legislation,” Dion said.
