She noted that investigations frequently begin with document requests and staff-level engagement before escalating to public hearings and increasingly intersect with regulatory enforcement and litigation.

“Congressional investigations should be viewed not only as a legal issue, but as a strategic and reputational risk management challenge,” Amanda said, emphasizing the need for coordinated internal preparation and alignment between internal documentation and public messaging.
