Mathieu Rossignol
Mathieu Rossignol counsels multinational companies on compliance, global investigations, and regulatory enforcement matters, with particular focus on anti-corruption, governance, economic sanctions, and business and human rights. He advises on the application of key international frameworks, including France’s Sapin II Law, the US Foreign Corrupt Practices Act, and the UK Bribery Act. He leads internal investigations, risk assessments, and compliance reviews involving regulatory and enforcement authorities, such as the US Department of Justice, the Securities and Exchange Commission, and the French Anti-Corruption Agency.
Mathieu also assists companies strengthening their compliance programs through the drafting, updating, and implementation of robust compliance policies, risk mapping, and customized training programs for exposed personnel and senior management.
Mathieu has conducted internal investigations, risk assessments, and transaction-related due diligence, including in connection with mergers and acquisitions and post-closing integration for private and state-owned companies in more than 25 countries, with a particular focus on Europe, Africa, Latin America, and the Middle East.
Through a two-year secondment with a global engineering and technology company, Mathieu gained in-house experience overseeing risk mappings, compliance audits, anti-corruption compliance trainings, multiple internal investigations, and the revision of anti-corruption policies and procedures, enhancing his ability to deliver practical, business-oriented solutions.
He is fluent in English, French, and Spanish.
Before joining Morgan Lewis, Mathieu was counsel at another international law firm.
- Assisted a multinational energy company in connection with a worldwide risk assessment and compliance review as part of an independent monitorship
- Represented an international engineering and technology company regarding post-resolution regional anti-corruption reviews and multijurisdictional investigations in coordination with the company’s compliance monitor
- Advised a multinational energy company with anti-corruption, economic sanctions, and export controls reviews spanning more than 50 entities across a range of industries
- Represented a multinational CAC40-listed power, energy, and transportation company regarding its cooperation commitments under a settlement with the World Bank
- Represented a European company in connection with an investigation into allegations of corruption in connection with a multilateral development bank-financed development project
- Assisted a European multinational company in conducting supply chain due diligence consistent with the French duty of care law
- Assisted a multinational company regarding entry into several joint venture projects and other investments with third parties, with a focus on the identification, analysis, and mitigation of potential anti-corruption and economic sanctions risks
- Advised and represented companies in defense, aerospace, manufacturing, oil and gas, power, automotive, energy, parcel delivery, and transportation industries with the design and implementation of comprehensive compliance programs, including with respect to Sapin II Law and duty of care obligations in France
- Advised French and multinational companies in connection with the preparation and/or response to compliance program controls by the French Anti-Corruption Agency
- Assisted in a US asylum petition for a persecuted lawyer from the Democratic Republic of the Congo whose life had been threatened because of her legal representation of certain victims of sexual violence
