Paul Johnson
Paul Johnson represents clients in all areas of United Kingdom and European Union competition law, including multijurisdictional and EU merger control, foreign investment review, joint ventures, cartels, abuse of dominance, distribution, and other commercial relationships. Paul regularly represents life sciences and technology companies on competition matters before the European Commission and UK Competition and Markets Authority and has provided competition law advice in relation to more than 100 jurisdictions around the world.
Paul frequently speaks and writes about antitrust issues, having authored award-winning articles on EU, UK, and global competition law. He is also a member of the CELIS Institute.
Prior to joining Morgan Lewis, Paul was a partner based in the Brussels office of another international law firm.

- Represented a hospitality company on global merger control filings with respect to its $2 billion acquisition of a hotel chain
- Represented a healthcare manufacturing company on its $5.5 billion acquisition of a drug capsule manufacturer before the European Commission
- Represented a global media company on the European Commission’s investigation into cross-border access to pay-TV content, and negotiated a settlement agreement with the case team
- Represented a payment scheme on a variety of regulatory issues including dealing with national banks and regulations in the payment sector including the Anti-Money Laundering Directive, Payment Services Directive II, Interchange Fee Regulation, and the European Central Bank’s proposal on cyber resilience
- Represented a major global financial institution with respect to a number of investigations concerning potentially collusive behavior
- Represented a major global insurance institution on Brexit, and developed options to ensure continued access to the EU single market
- Represented a major insurance company on the London Market dry-run that tested the resilience of the world’s preeminent insurance market to a major loss event
