The UAE Ministry of Human Resources and Emiratization (MoHRE) has issued Ministerial Resolution No. 122 of 2026 Regarding the Update of Labour Accommodation Requirements (the Resolution), introducing updated requirements for labor accommodation in the UAE.
The Resolution applies to establishments that have 50 or more workers and, in respect of the relevant workers, where the monthly wage stipulated in the employment contract does not exceed AED 1,500. Where the Resolution applies, employers must provide workers with an accommodation that is approved and registered in the MoHRE’s systems.
Local authorities responsible for licensing and supervising labor accommodation may, in coordination with the MoHRE, extend the scope of the regime in their respective Emirate by reducing the 50-worker threshold, increasing the AED 1,500 wage threshold, or both. Employers should therefore also consider whether any Emirate-specific requirements apply to their workforce.
What Are the New Accommodation Requirements?
The Resolution builds on the existing standards for group labor accommodation and introduces a number of additional requirements.
Among other things, accommodation providers must offer
- appropriate facilities for People of Determination and injured or sick workers who require them;
- sufficient elevators and appropriate natural and mechanical ventilation;
- free internet access throughout the accommodation;
- information to workers about their rights and obligations, as well as occupational health and safety information, in languages they understand;
- secure lockers for workers’ personal belongings;
- 24-hour security, with surveillance cameras at entrances, exits, and common areas; and
- sufficient accommodation supervisors, including at least one supervisor for every 200 workers.
Registration and Enforcement
The Resolution also places emphasis on the accuracy of information held by the MoHRE. Employers are required to ensure that information concerning their labor accommodations and accommodated workers is entered accurately into the MoHRE’s systems and updated whenever changes occur. Accommodation owners are subject to corresponding registration and ongoing data-update requirements.
Where the MoHRE identifies incorrect information or a breach of the applicable accommodation standards, it may suspend the accommodation file in its systems and notify the relevant authorities. Repeated violations may result in further administrative action against the establishment and accommodation owner.
What Should Employers Do?
Employers that meet the relevant thresholds should review their existing labor accommodation arrangements against the updated requirements and confirm that the accommodation they use is appropriately approved and registered with the MoHRE.
Employers should also review the accuracy of accommodation and worker information recorded in the MoHRE’s systems and consider whether contractual arrangements with third-party accommodation providers appropriately address the new standards.
The Resolution repeals certain provisions contained in Ministerial Resolution No. 44 of 2022 as well as Ministerial Resolution No. 516 of 2024.
