He also serves as an adviser to the American Law Institute’s “Restatement of the Law, The Law of American Indians.” Tom is an adjunct professor of federal Indian law and the author of many publications. He speaks on tribal matters and leads national panel discussions on Indian subjects, including gaming, civil and criminal jurisdiction in Indian country, tribal water rights, and Indian child welfare issues.
